公共政策征求意见不仅是保障决策科学民主的关键环节，也是地方政府开展知识管理的重要场域。既有研究相对忽视了地方政府开展公共政策征求意见的知识管理效应及其机制。基于W市保障性租赁住房政策征求意见过程，研究提出了公共政策征求意见的知识管理新解释。(1)征求意见“前阶段”开启知识生产窗口，意见承办部门回应上级政策并运用行政知识形成征求意见稿；征求意见“中阶段”将科层部门、专家学者、社会公众纳入知识管理场域，不同类型知识竞择融合推动政策知识再生产；征求意见“后阶段”以合法化审查检验知识管理成效，实现知识的转化运用。(2)公共政策征求意见的知识管理逻辑在于知识生产环节决策部门的注意力聚焦机制、知识再生产环节多主体的压力—激励机制、知识运用环节上级政府的意义建构机制。(3)公共政策征求意见过程实现了政策“地方化—协同化—科学化—民主化—合法化”的知识管理效应。
Abstract：Public policy consultation is not only a key link in ensuring scientific and democratic decision-making, but also an important field for local governments to carry out knowledge management. Previous studies have neglected the knowledge management effects and mechanisms of public policy consultation in local governments. Based on the process of soliciting opinions on the government-subsidized rental housing policy in W city, the study proposes a new interpretation of knowledge management in public policy solicitation:(1) The "pre-stage" of solicitation opens the window of knowledge production, in which the opinion-taking department responds to the policy from higher authority and utilizes the administrative knowledge to form the solicitation of opinions; in the "middle stage" of solicitation, the departments, experts, scholars, and the public are included in the knowledge management field, and the integration of different types of knowledge competes and promotes the reproduction of policy knowledge; and in the "after stage" of the consultation, the effectiveness of the knowledge management is tested by the legalization review, and the transformation and application of knowledge is realized.(2) The knowledge management logic of public policy consultation lies in the focusing mechanism of the decision-making department in the knowledge production process, the pressure-incentive mechanism of multiple subjects in the knowledge reproduction process, and the significance-construction mechanism of the superior governments in the knowledge utilization process.(3) The process of public policy consultation realizes the knowledge management effect of policy′s "localization-synergization-scientization-democratization-legitimization".
