在资源稀缺与时间紧迫的灾时环境中,人道主义救援需要贯穿应急响应的全过程,以确保救援行动的高效性和人性化。洪涝灾害频发,严重削弱传统地面运输系统的响应能力,因此亟须构建兼顾效率与公平的陆空协同应急机制。本研究提出一种融合地面与空中运输资源的多层级协同配送模型,通过动态分配策略实现灾时物资在时空约束下的高效公平配置。基于多情景模拟与参数敏感性分析发现:适度扩大配送中心容量可在不显著增加成本的前提下提升响应速度,缩短待救援人员等待时间,体现时效公平;道路淤积引发的交通拥堵显著提高配送成本,此时直升机运输成为缓解关键区域物资短缺的重要手段,尤其保障偏远或交通中断地区的紧急需求,彰显应急物流的人道关怀。本研究基于多层级陆空协同配送模型,实现了公平与效率的动态平衡,兼具适应性与鲁棒性,为灾时物资调度的科学化和人性化提供了理论依据与实践路径。
Abstract:In disaster environments characterized by resource scarcity and extreme time pressure, humanitarian considerations must be integrated throughout the entire emergency response process to ensure both operational efficiency and human-centered relief. Frequent flood disasters severely undermine the responsiveness of traditional ground transportation systems, creating an urgent need for land-air coordinated emergency mechanisms that balance efficiency and equity. This study proposes a multi-level collaborative distribution model integrating ground and aerial transportation resources, enabling efficient and equitable allocation of relief supplies under spatiotemporal constraints through dynamic allocation strategies. Based on multi-scenario simulations and parameter sensitivity analyses, the results show that moderately expanding the capacity of distribution centers can improve response speed and reduce waiting times for affected populations without significantly increasing costs, thereby enhancing temporal equity. In contrast, traffic congestion caused by road inundation substantially increases distribution costs. Under such conditions, helicopter transportation becomes a crucial means of alleviating material shortages in critical areas, particularly in remote or transportation-disrupted regions, effectively safeguarding urgent humanitarian needs. Overall, the proposed multi-level land-air coordinated distribution model achieves a dynamic balance between efficiency and equity, demonstrating strong adaptability and robustness, and provides both theoretical support and practical pathways for scientific and humane disaster relief logistics.
