国际海洋保护区发展趋势与中国应对策略The Development of International Marine Protected Areas and China′s Strategies

摘要(Abstract):
研究总结国际海洋保护区发展历程和建设目标,笔者认为2030年将30%的海洋建成保护区成为国际共识,在海军基地基础上设立远海大型海洋保护区成为国际趋势。梳理我国海洋保护区建设现状和问题需求,提出我国大型海洋保护区建设初步方案,即近期在南海设立西沙、南沙群岛海洋国家公园,中沙群岛海洋国家公园纳入中长期规划。建议建立和完善海洋自然保护地制度体系,尽快形成海洋保护区规划和管理体系,积极对接国际2030年海洋保护区建设目标,将南海国家公园建设纳入“十四五”专项规划和海洋强国重大部署,合理安排南海国家公园建设路径和时间节点,推进南海岛礁的军民融合建设。
